An Leas-Chathaoirleach: Before we proceed with Committee Stage of Item 3 I want to bring to the notice of the House that amendments Nos. 2 to 8 have been ruled out of order on the grounds of being outside the scope of the Bill as read a Second Time.

Mr. O'Leary: May I express my extreme disappointment at the decision to rule out amendments Nos. 2 to 8. I do not understand why amendment No. 8 is ruled out of order. As regards the other amendments, could the Chair help me with regard to the reason why they were ruled out of order? Is there any way in which I could have that matter raised?

An Leas-Chathaoirleach: I want to convey to the Senator that it was not a ruling of mine. They were ruled out of order by the Cathaoirleach. I am only [1375] conveying that decision to the Senator and to the House. If it is any help the Senator might talk to the Cathaoirleach.

Mr. O'Leary: I have written to the Cathaoirleach about that and I have got no response. That is why I raise it here.
