An Leas-Chathaoirleach: No. 3, resumed. I understand that Senator Fitzsimons had finished on the last occasion.

Professor Dooge: The Minister would prefer to hear some more of the debate before intervening. It is not that he is unwilling to contribute to the debate. I realise that it is coming to this side of the House to contribute but, unfortunately, the people who are present are not ready to contribute. We would be quite happy to allow a contribution from the other [360] side of the House and we will take our turn afterwards.

Mr. W. Ryan: Our trouble is that our speakers did not expect to be coming in immediately.

An Leas-Chathaoirleach: Shall we wait for a moment?

Professor Dooge: I think we should suspend business until 7 o'clock.
