An Cathaoirleach: Before I call on Senator Mulcahy to move motion No. 3, will the Leader of the House please say if it is intended to put a time limit on these speeches?

Mr. E. Ryan: There are no Standing Orders governing the length of time during which each Member may contribute, but on the last occasion when we had a debate on an EEC motion the House agreed that the mover should have a quarter of an hour and each Member should speak for ten minutes. I suggest that we stick to that pattern, with ten minutes for reply at the end.

Mr. Markey: I have probably taken up my ten minutes. May I take it that I may continue in the morning?

An Cathaoirleach: There is no time limit on the Green Paper debate.
