Mr. Boland: This is a Bill to preserve to the existing coroner and sheriff of County Dublin the same area as he has at present when the extension of the [1053] city boundary takes effect on the 1st April. I have to apologise for not giving the Seanad more time, but I had thought that it might be incorporated in the Confirmation Bill. For technical reasons, however, that was not found possible. If there had been an objection to the confirming Order there might have been a delay which would have given plenty of time, but as there was no objection this extension takes effect on the 1st April. For that reason I have to ask that the Bill shall pass all stages to-day. The Bill is simply to confirm the existing sheriff and coroner in the areas they have at present until they resign or die. Then, when a new sheriff and coroner are appointed their areas will conform to those of the county and city.

Professor Hayes: I presume that does not affect the Dublin City Coroner?

Mr. Boland: No, he will have his own area, but eventually of course it will be enlarged.

Mr. Colgan: I presume the position is that the holder of the county coronership will not be affected while he lives and that the position is somewhat similar for the sheriff?

Mr. Boland: That is right.

Mr. Colgan: There is a detail that might be overlooked. Is the Minister satisfied that no other official is in a like position?

Mr. Boland: Not as far as I am concerned. Any others will be looked into by other Departments.

Mr. Douglas: I think it is almost impossible to argue against the Bill, but I hope it will not encourage anybody to bring in another Bill to go through the House in one day.

Mr. Hearne: Regarding Senator Colgan's point, what about dispensary doctors? Will they be involved?

Mr. Boland: This Bill is to deal with the coroner and the sheriff.

[1054] Mr. O'Higgins: It is essential for most purposes that this Bill be passed. It is a sensible provision and there is no objection to it. It merely provides that so long as the present holders continue in office the area of their present jurisdiction will remain unaltered and that the alteration of the city boundary will affect their area of jurisdiction only on their death or on their ceasing to hold office. I think everyone is agreeable that the Bill should go through this evening.
