GABHAN O DUBHTHAIGH (South Co. Dublin, moved, and CATHAL BRUGHA (Waterford Co.) seconded, to amend Article 4 by substituting for the words, “twice yearly” the words, “During the month of November, 1919, and thereafter twice yearly.”
