Mr. Bruton asked the Minister for Finance his views on whether the companies that win the right to supply Government Departments and agencies should be published with the value of contracts as a matter of course as this information is not currently made available; and his further views on issuing guidelines to ensure this transparency in respect of public procurement. Mr. Cowen: For contracts above the EU threshold (e.g. €137,000 for supplies and services in Departments and Offices) there is a requirement that public bodies publish certain information in a Contract Award Notice within 48 days of the award in the Official Journal of the EU (OJEU). Information published in this way includes the value of the contract or the range of tender prices and the name of the successful tenderer. For contracts below the EU threshold, it is recommended that similar information be published on etenders.gov.ie. (the Government’s tendering website) as an aid to transparency and obtaining good statistics.
In relation to guidelines, the Public Procurement Guidelines — Competitive Process 2004, along with supporting guidance material developed by the Department of Finance is available on etenders.gov.ie. These guidelines set out the procedures to be followed by public bodies to help ensure that the procurement process is carried out in an open and transparent manner.
