Ms Shortall asked the Minister for Finance if the imposition of pay pauses for civil servants that are not applicable to private sector employees is constitutionally sound, in view of the fact that civil servants have a statutory right to pay and conditions of employment which can be enforced by the Courts and taking into account that he is obliged to fix pay and conditions of employment of civil servants in accordance with Articles 40.3.1 and 40.3.2, including relevant rulings and interpretations by the Courts in relation to articles (details supplied); and if he will make a statement on the matter.   Mr. Cowen:Under each of the public service pay agreements under Sustaining Progress and Towards 2016 the effective date of the first pay increase under the new agreement was some months after the termination of the previous agreement. These terms were negotiated by the Government and the public service trade unions. I am satisfied that there is no conflict with any constitutional provision.
