[2096]   Mr. Cowen: In practice the tax bands and allowances are increased each year as resources permit. To provide for this automatically by law is, in my view, not advisable, as the Oireachtas should be allowed the maximum flexibility in deciding the resources to be allocated to tax relief each year and how this relief should be distributed.
