Ms McManus asked the Minister for Communications, Marine and Natural Resources if he will ensure that the universal service obligation in the postal sector is upheld in view of the recent report from ComReg that indicated that 73% of standard items were delivered the next working day by An Post, which is a 1% decline since the previous quarter and a 5% decrease during the same period in 2005; and if he will make a statement on the matter.   Mr. N. Dempsey: Matters relating to quality and levels of postal service are a matter in the first instance for the management and board of An Post.

The Commission for Communications Regulation, ComReg, in accordance with the provisions of S.I. 616 of 2002 European Communities (Postal Services) Regulations, is responsible for the monitoring, measurement and regulation of the postal sector including measuring the levels of service to be achieved by An Post and ensuring that the company abides by its statutory universal service obligations.
