Mitchell asked the Minister for the [291] Environment, Heritage and Local Government the reason London Transport has access to the ownership records of Irish motor vehicles; the provisions under which such information is being provided; and if he will make a statement on the matter.   Mr. Roche: Section 60(3) of the Finance Act 1993 specifies a range of bodies, including the Revenue Commissioners and the Garda, who shall have access to and may inspect and examine, records in respect of vehicle and driving licences. The competent authorities for licensing vehicles and drivers in other EU member states are also among the bodies empowered in this connection. The relevant competent authority in the United Kingdom is the Driver and Vehicle Licensing Agency, DVLA.
