Ms Shortall asked the Minister for Transport his plans to consult disability groups prior to the roll-out of a fixed charge system for traffic and parking offences in view of the particular circumstances that apply to the offence of illegally parking in a disabled person’s parking bay. Mr. Cullen: The general position on the roll-out of the fixed charge system to traffic and parking offences was outlined to the Deputy in my reply to Question No. 45 of 12 May 2004. As I indicated in that reply, I intend to pitch the fixed charge for illegally parking in a disabled person’s parking bay at a level that will be significantly higher than that for other parking offences. My approach to this issue is informed by the views of the Irish Wheelchair Association and the Disabled Drivers Association which along with local authorities, are empowered to issue disabled persons’ parking permits. Discussions between my Department and those groups on the operation of the permit system and other related issues is continuous and that process affords them the opportunity to contribute regularly to the determination of the level of the fixed charge for illegal parking in disabled persons’ parking bays.
