Cecilia Keaveney asked the Minister for the Environment, Heritage and Local Government the position on a specific project, details supplied, the chronological progress the project has made from being first mooted to date; the reason information sought from Donegal County Council has been piecemeal; if the procedure can be tightened up, so that all necessary data is sought at the very start; and if he will make a statement on the matter. Minister for the Environment, Heritage and Local Government (Mr. Cullen):The Malin sewerage scheme has been approved for funding in my Department's water services investment programme 2003 to 2005 under the rural towns and villages initiative. The timescale for the approval of particular stages of water services projects by my Department is dictated by competing demands on the Department's technical staff and on the scheduling of individual schemes within the overall water services investment programme.
Significant elements of the scheme as proposed are intended to service future development requirements. In accordance with the Government's water services pricing policy framework, the marginal capital costs relating to these elements will have to be recovered by Donegal County Council from the non-domestic sector. An updated water pricing report has been requested by my Department from the county council, and is awaited, to allow the economic viability of these elements of the scheme to be determined in accordance with current water services pricing policy.
