  Minister of State at the Department of Health and Children (Mr. B. Lenihan): Romania suspended inter-country adoptions in June 2001 pending the introduction of new legislation to improve adoption procedures. The legislation being drafted will have the best interests of the child at its core. It is aimed at encouraging fostering and domestic adoption in Romania as well as improving the processes of inter-country adoption in line with the principles set down in the Hague Convention on the protection of children and co-operation in inter-country adoption. The Adoption Board has confirmed that inter-country adoptions from Romania are still suspended and that the decision rests with the Romanian authorities as to allow adoptions to take place while the suspension is in place.
