  Minister for Transport (Mr. Brennan): The Road Traffic Acts already contain a range of provisions that provide for both the operation of speed cameras by the Garda and the provision of infrastructure necessary to support such operation. I am currently awaiting legal advice in relation to the operation of speed cameras by [654] private operators but I anticipate that new legislative measures may be required to facilitate such operations.

  1044. Mr. F. McGrath asked the Minister for Transport if he will investigate the proposal to have weekend only insurance policies for drivers in order to reduce traffic congestion and increase the use of public transport. [19933/03]

  Minister for Transport (Mr. Brennan): I have not received the proposal referred to in the Question. Under the Road Traffic Act 1961 there is a statutory requirement to have third party motor insurance cover against liability for injury caused by the negligent use of a motor vehicle on a public road. This requirement is designed to protect innocent victims of motor vehicle accidents and is in accordance with the requirements of European law on motor insurance. It would be contrary to the interests of victims of road traffic accidents and to European law to seek to limit the statutory national requirements relating to compulsory motor insurance.
