Mr. Quinn asked the Minister for Foreign Affairs the Government's views on the position of people who have been forced out of Northern Ireland under the threat of death or violence from paramilitary organisations; if he expects that an agreement to emerge from the current talks will include a commitment from paramilitary organisations to lift such threats and allow people to return to their homes; and if he will make a statement on the matter.
