Mr. Ring asked the Minister for Social and Family Affairs if the same relief from PRSI and health levies will apply to contributions made to PRSAs and personal pensions by Schedule D taxpayers as will apply to Schedule E taxpayers; when she will introduce the requisite regulations; and if she will make a statement on the matter.   Minister for Social and Family Affairs (Mary Coughlan): Legislation provides that relief from PRSI and health levies will apply to contributions made to PRSAs and personal pensions by Schedule E taxpayers, that is, those in the PAYE system.

  There is no provision for this relief to be provided to self-employed persons paying tax under Schedule D and extending such relief to them would give rise to significant additional costs and [283] any such measure would have to be considered in the overall budgetary context.
