Human Reproduction Bill 2003: First Stage.

  Dr. Upton: I move:

    That leave be granted to introduce a Bill entitled an Act to prohibit the bringing into being of a human embryo otherwise than by [592]a process of fertilisation, intended to lead to childbirth.
