McGrath asked the Minister for Finance if he is ring-fencing the €18 million taken in on foot of the Ansbacher report for the homeless, a centre of excellence for Down's Syndrome Ireland and places for adults with a mental disability. [15555/02] Minister for Finance (Mr. McCreevy) Minister for Finance (Mr. McCreevy): Article 11 of the Constitution provides that: All revenues of the State from whatever source arising shall, subject to such exception as may be provided by law, form one fund. Payments to the Revenue Commissioners resulting from the report of the High Court inspectors' inquiry into the affairs of Ansbacher (Cayman) Limited have been and will continue to be paid into the Exchequer account of the Central Fund as required by the Constitution.
