Mr. Sargent asked the Minister for the Environment and Local Government the countries which have ratified the Kyoto Protocol to date; and if it will come into force in 2002. [7006/02] Mr. Dempsey Mr. Dempsey Minister for the Environment and Local Government (Mr. Dempsey): As of 18 February 2002, the website of the United Nations Framework Convention on Climate Change, UNFCCC, at www.unfccc.int, identifies 47 parties listed in the table below, as having ratified, acceded to or approved the Kyoto protocol. The protocol requires 55 parties to the convention, incorporating sufficient annex I parties, or developed country parties, representing at least 55% of 1990 emissions of CO2 from these parties, to have deposited their instruments of ratification, acceptance, approval or accession, for it to enter into force. Entry into force occurs 90 days after these conditions are met. The EU and its member states will take all necessary steps to facilitate entry into force of the protocol by the world summit on sustainable development in Johannesburg in August and September 2002. 179 [179]
