Mr. Killeen asked the Minister for the Environment and Local Government the plans he has to introduce a self-financing system of quality control for the private rented accommodation sector similar to that provided for tourist accommodation; and if he will make a statement on the matter. Minister of State at the Department of the Environment and Local Government (Mr. Molloy): I have no such proposals. The quality of private rented accommodation varies significantly up to and including luxury accommodation.

My Department's primary concern is that private accommodation offered for rent should at least meet minimum standards and regulations in relation to such standards have been made by my Department. Enforcement of these standards regulations is a matter for the relevant local authority.

I might also add that the classification of tourist accommodation, whether by Bord Fáilte or by a recognised private sector rating organisation, is largely a marketing and pricing instrument. In this context, it would be open to the providers of private rented accommodation to give consideration to establishing their own quality control/approval system.
