Mr. Penrose asked the Minister for Agriculture, Food and Rural Development when the milk quota appeals tribunal will deal with hardship cases for 2000-01; if a person (details supplied) in County Westmeath, who has applied under this scheme and who made investment decisions based on assurances that did not materialise and has now severe financial difficulties, will be considered favourably for an allocation under the scheme; and if he will make a statement on the matter.
