Mr. McGuinness asked the Minister for the Environment and Local Government if Carlow County Council was issued with ministerial certification under 1990 regulations to operate a landfill dump at Powerstown, Millford, County Carlow; and if he will make a statement on the matter. Wallace): The development of this facility was not subject to certification by the Minister for the Environment and Local Government under Part IV of the Local Government (Planning and Development) Regulations, 1990.
