Minister for Education and Science (Mr. Martin): An overall multi-annual budgetary framework and arrangements for Government Departments are under consideration. It will not be possible to clarify the multi-annual budgetary situation for the voluntary youth sector until the overall multi-annual framework has been finalised by Government.
