72. Mr. Flanagan asked the Minister for Public Enterprise the reason for the delay in commencing refurbishment works at the electricity generating station at Ferbane, County Offaly; and when works will commence. [2831/98]

Minister of Public Enterprise (Mrs. O'Rourke): The refurbishment of Ferbane station is of critical importance to the economic life of the Midlands.
 The completion of the project will extend the life of the station for about 15 years. It will provide continuing valuable employment for ESB and Bord na Móna staff.
Following the announcement of the refurbishment project 12 months ago, the ESB proceeded with the tendering process for the procurement of works and equipment, in accordance with EU legislative requirements and this has been completed. Detailed discussions have taken place between officials from my Department and the ESB in relation to the recovery, by the company, of the costs involved in the investment and these have recently been finalised.
As part of the cost and competitiveness review (CCR) detailed arrangements were agreed between management and unions in relation to staffing and work practices in power stations and final discussions are taking place on the details of the implementation of these for Ferbane Unit 4.
I have been in contact with the ESB and have been assured that, subject to the successful conclusion of the discussions on the implementation of the agreed CCR staffing and work practices, the refurbishment of Ferbane will get under way quickly and will be completed during 1999.
