39. Mr. M. McDowell asked the Minister for Justice the status of the consultants' report into the efficiency and effectiveness of the Garda Síochána; and if she will make a statement on the matter. [2181/97]

Minister for Justice (Mrs. Owen): The consultants were engaged by the SMI Steering Group appointed by the Government to conduct the strategic management review of the Garda Síochána. The consultants have reported to that steering group, which is considering the recommendations made and will, I understand, soon be reporting on its own conclusions.
