145. Mr. Martin asked the Minister for Education the reason the free fees proposal was not extended to undergraduate students who are repeating their courses this year. [13581/95]

[151] Minister for Education (Ms Bhreathnach): In exceptional circumstances, such as certified serious illness, students will not have to pay tuition fees for repeat years. It is reasonable to charge tuition fees for a repeat year where exceptional circumstances such as certified serious illness is not a factor.

This is the situation that obtains under the higher education grant schemes where grants are not paid in respect of repeat year students, except under the exceptional circumstances already mentioned.
