Mr. Creed asked the Minister for Health if he intends to revise the guidelines governing entry into the GMS scheme. Minister for Health (Mr. Howlin) Brendan Howlin 119 Minister for Health (Mr. Howlin): The arrangements governing entry to the GMS scheme stipulate that GMS posts will be filled to the degree necessary to provide a proper level of access to general practitioner services for medical card [119] patients; to ensure that patients have a reasonable degree of choice in selecting a practitioner; and to maintain the viability of practices in the area in question. The arrangements provide for the filling of posts by open competition following public advertisement. I have no plans to revise these arrangements. However, my Department is involved in discussions with the Irish Medical Organisation concerning procedures for the appointment of partners or assistants with a view to partnership in the GMS.
