154. Mr. Creed asked the Minister for Health if he intends to revise the guidelines governing entry into the GMS scheme.

Minister for Health (Mr. Howlin): The arrangements governing entry to the GMS scheme stipulate that GMS posts will be filled to the degree necessary to provide a proper level of access to general practitioner services for medical card [119] patients; to ensure that patients have a reasonable degree of choice in selecting a practitioner; and to maintain the viability of practices in the area in question. The arrangements provide for the filling of posts by open competition following public advertisement.

I have no plans to revise these arrangements. However, my Department is involved in discussions with the Irish Medical Organisation concerning procedures for the appointment of partners or assistants with a view to partnership in the GMS. Possible improvements in the application of current arrangements for entry to the scheme are also being discussed.
