117. Mr. Haughey asked the Minister for Justice if the Garda Commissioner will consider an application for a PSV licence from an applicant with an endorsement on his/her driving licence in any circumstances.

Minister for Justice (Mrs. Geoghegan-Quinn): I am informed by the Garda authorities that in the case of a first time application for a PSV driver's licence, the Garda Commissioner cannot issue a licence unless the applicant holds, at the time of the application, a driving licence without endorsement.
