80. Mr. O'Leary asked the Minister for Finance the cost to his Department of the covenant system in respect of students at third level educational colleges.

Minister for Finance (Mr. B. Ahern): The total estimated cost of tax relief on covenants is £33 million in 1993-94. There is a number of categories in the covenant legislation but it is not possible to identify the cost of each category. It is estimated, however, that one of the most common types of covenants is by parents to student children over 18.
