397. Mr. Yates asked the Minister for Agriculture and Food if he endorses the recently published Charter of Cereal Growers Rights by the Irish Farmers Association; if he will seek to implement these proposals; and if he will make a statement on the matter.

Minister for Agriculture and Food (Mr. Walsh): I have already indicated that I will operate the new arrangements for arable crops by means of individual base areas if a legal basis which adequately [322] takes account of Irish conditions can be created. I am also seeking to put in place arrangements designed to ensure that compensation levels reflect yield variations. I would hope that these issues, particularly as they affect the transfer of base areas and accommodation of hardship cases, can be settled at an early date.
