Minister for the Environment (Mr. Smith): I propose to take Questions Nos. 18, 25, 66, 72, 88 and 147 together.

As indicated in the reply to Questions Nos. 3, 4, 12, 14 and 134 on 5 February, the necessary preparatory work for the establishment of regional authorities is in hands. This work will be pressed ahead as quickly as possible but I cannot say, at this stage, when the authorities will be established.
