Written Answers. - Driving Licence Application.

52. Mr. Aylward asked the Minister for the Environment if he will re-investigate the application by a person (details supplied) in County Kilkenny for a provisional driving licence in class EC for an articulated vehicle, in accordance with the Road Traffic (Licensing of Drivers) Regulations, 1989, article 21 subarticle 2C, where the applicant is already the holder of a bus licence.

Minister for the Environment (Mr. Flynn): Article 21 (2) (c) of the Road Traffic (Licensing of Drivers) Regulations, 1989 provides that a person shall not apply for a first provisional licence in respect of vehicles in category EB, EC1, EC, ED1, or ED “unless the person holds a driving licence in respect of the drawing [1040] vehicle appropriate to the category which is the subject of the application.

As the person referred to by the Deputy does not hold a full category C driving licence, i.e. for a truck, he cannot qualify for a category EC provisional licence, i.e. for a truck with a trailer attached. The fact that he holds a full category D licence, i.e. for a bus does not affect the issue.
