45. Mr. Hogan asked the Minister for Agriculture and Food if he will outline his views on a proposal by the European Commission regarding the authorisation of the milk stimulating hormone BST in the dairy sector; and if he will make a statement on the matter.

Minister for Agriculture and Food (Mr. O'Kennedy): In the light of widespread [2550] uncertainty surrounding several aspects of the use of Bovine Somatotropin (BST) the EC Commission proposed, pending completion of studies underway, a supplementary period of evaluation up to the end of 1990 before taking a definite decision and adopting a Community procedure for dealing with BST and other such substances.

The Council of Ministers on 25 April 1990, adopted the Commission proposal, which applies a prohibition until 31 December 1990, other than for strictly controlled experimental purposes, on the use of BST within the Community.

I have supported the Commission approach because a decision on the use of BST must be taken at Community level to avoid distortion of trade. There is a number of questions which must be answered before a final decision can be made.
