83. Dr. O'Connell asked the Minister for Health if he is satisfied with the recovery programme undertaken by the VHI; and if he expects it to end in credit for the 12 months ending February 1990.

Minister for Health (Dr. O'Hanlon): I am satisfied with the progress to date of the VHI Board's recovery plan. The board have budgeted for a small surplus in 1989-90, which would enable them to begin to restore their reserves to an adequate solvency margin. The indications to date are that the board are on course to achieve this objective.
