Mr. Howlin asked the Minister for Health if he has considered the judgments of the High Court in a case (details supplied) regarding the appointment of the Chief Executive Officer of Beaumont Hospital, Dublin 9 at a time when no quorum existed for the board to appoint him; whether the appointment was valid; and whether he considers it necessary to bring in legislation to ratify retrospectively all the decisions made by the Chief Executive Officer during the period from February to to October, 1988.
