Mr. Quinn asked the Minister for Energy if, following the rationalisation which has taken place in recent years in semi-State energy companies, he proposes to have prepared and published a White Paper on Ireland's energy needs and our capacity to supply, from national resources, a portion of those needs; and if he will make a statement on the matter. It remains the policy of this Government that energy be obtained at the minimum cost consistent with security of supply considerations. A clear statement of energy policy was set out in the recently published National Development Plan 1989-1993.
