 68. Mr. Desmond asked the Minister for Finance the number of people employed in each of the following categories of the public sector on 31 December on each of the years from 1980 to 1987 and to date in 1988 (a) non-industrial civil servants (b) industrial civil servants (c) local authority officers, including health boards and vocational education committees but excluding vocational teachers (d) local authority servants as in (c) (e) national teachers (f) secondary teachers (g) vocational teachers (h) community teachers (i) comprehensive teachers (j) universities (k) other third-level education (l) non-commercial State companies and agencies (m) commercial State companies and (n) other parts of the public sector.

Minister for Finance (Mr. Reynolds): Statistical data on the numbers serving in each area of the public sector are available only in respect of 1 January for each of the years in question. The information sought by the Deputy is set out on this basis in the tabular statement following. Numbers in university and other third level institutions are presented on a “head count” basis. In the case of all other sectors figures for part-time employees have been converted to whole-time equivalents.
(i) Excludes the former Department of Posts & Telegraphs. Also excludes Temporary Clerical Trainees.
(ii) Figures relating to the breakdown between “officers” and “servants” in the case of the Health Boards and vocational Education committees are not available.
(iii) Figures for 1980 in respect of the education sector are not available.
(iv) Excludes figures for Teacher Training Colleges which are not available.
(v) The figures for commercial State Bodies for the years up to, and including, 1983 include the former Department of Posts and Telegraphs.
