Mr. Deasy asked the Minister for Education if she will give details of national lottery funds allocated by her Department in Waterford city and county in (a) 1987 and (b) 1988; if she will specify the recipients and amounts in each instance; and if she will list (a) those applications which were not approved for grant-aid and (b) those which are at present being processed.

Minister for Education (Mrs. O'Rourke): Under my Department's schemes of assistance to youth and sport, annual grants are paid from national lottery funds to national or large regional voluntary youth organisations and to  national voluntary sports organisations and in regard to this scheme it is not possible to furnish information along the lines sought by the Deputy.
The proceeds of the national lottery are also used for a special fund for the development of special services to disadvantaged young people. Grants from this fund are allocated to support local and national initiatives through national youth organisations, vocational education committees or other approved agencies. In 1987 £89,000 was paid from this fund to the City of Waterford Vocational Education Committee in support of youth activities in Waterford city but grants from this fund were not made to youth projects in County Waterford in 1987. In 1988 £207,000 has been allocated from this fund to the City of Waterford Vocational Education Committee in respect of youth projects in Waterford city and £20,000 has been allocated from this fund to the National Youth Federation towards the cost of initiatives to assist disadvantaged youth in County Waterford in 1988. The only rejected application in 1988 from Waterford city and county for aid from the special fund for disadvantaged youth was that from the Dungarvan Social Action Group and no application from Waterford city and county is at present being processed.
In addition, my Department make national lottery resources available to vocational education committees to enable grants to be made to voluntary youth and sports clubs to assist towards administrative, training and equipment expenses, etc. Under this scheme in 1987 £19,100 was paid to the City of Waterford Vocational Education Committee and £10,900 was paid to the County Waterford Vocational Education Committee. The other information requested by the Deputy is not available in my Department but is obtainable from the relevant vocational education committees.
A grant of £2,000 has also been allocated to the City of Waterford VEC under a scheme for the provision of outdoor activities for children from disadvantaged backgrounds in Waterford city.
 The provision of the information in the format requested by the Deputy in respect of my Department's capital grant scheme for the provision of recreational facilities would involve an inordinate amount of time and I am not prepared to divert staff for this purpose. However, should the Deputy wish to inquire about a particular project, I will endeavour to supply the information sought.
