24. Mr. Barry asked the Minister for the Environment whether he has instructed local authorities not to enter into contracts for public works; if so, the total cost; and the reason for such an instruction.

Minister for the Environment (Mr. Flynn): I have instructed local authorities not to enter into contracts for certain housing schemes pending further notification. The reason for my instruction is to allow for review of the financial provisions for the 1987 housing construction programme. This review is now nearing completion.
