53. Mr. Ellis asked the Minister for Agriculture and Food when headage payments and a suckler cow grant will be paid to a person (details supplied) in County Leitrim.

Minister for Agriculture and Food (Mr. O'Kennedy): The applicant for grants under the 1986 cattle headage, calf premium and suckler cow schemes in this case is not the registered herdowner and, as it is a condition of each of these schemes that the applicant must be the registered herdowner, grants cannot be paid.
