Written Answers. - Grant and Mortgage Subsidy Payments.

60. Mr. Molloy asked the Minister for the Environment the reason for the delay in payment of new house grant and mortgage subsidy to a person (details supplied) in County Galway.

Minister for the Environment (Mr. Kavanagh): There has been no undue delay in this case. A new house grant and mortgage subsidy will be paid to the person named when an inspection establishes that his house is complete and occupied and complies with all the conditions of both schemes. The inspection will be carried out shortly.

61. Mr. Molloy asked the Minister for the Environment if he will arrange for immediate payment of a new house grant to a person (details supplied) in County Galway.

Minister for the Environment (Mr. Kavanagh): The applicant has been advised by my Department that a new house grant is not payable because the floor area of the house is in excess of the [1633] maximum allowable for grant purpose i.e. 125 sq. in. (1,346 sq. ft.).

62. Mr. Molloy asked the Minister for the Environment if he will arrange for the immediate payment of a home improvement grant to a person (details supplied) in County Galway.

Minister for the Environment (Mr. Kavanagh): There is no record in my Department of the receipt of an application for a house improvement grant from the person named. There is, however, an application from a person with the same name and a broadly similar address and in that case a grant of £600 has been paid.

63. Mr. Nolan asked the Minister for the Environment the reason a person (details supplied) in County Carlow was not paid a £1,000 new house grant, in the year 1981-82.

Minister for the Environment (Mr. Kavanagh): There is no record in my Department of the receipt of an application for a new house grant from the person named.

64. Mr. Allen asked the Minister for the Environment if he will ensure that the reconstruction grant will be extended to include a corporation tenant who wishes to install a fireplace and chimney in a house that is rented from the local authority.

Minister for the Environment (Mr. Kavanagh): A tenant of a local authority house carrying out work of the type referred to by the Deputy, may, with the consent of the authority, qualify for a grant under the new house improvement scheme subject to the normal conditions of the scheme. Alternatively, the local authority may carry out the works with the aid of the appropriate grant.

65. Mr. Allen asked the Minister for the Environment the date on which the £5,000 grant will be paid to persons (details supplied) in County Cork.

[1634] Minister for the Environment (Mr. Kavanagh): The grant was paid on 15 November 1985 to the bank nominated by the applicant. However, the bank subsequently informed my Department that the payable order had not been received. A replacement order for £5,000 was issued on 4 December.

66. Mr. D. Gallagher asked the Minister for the Environment if he is aware that the maximum essential repair grant which is payable for house improvements to off-shore islanders is £1,000; and if, in view of the fact that all other housing grants are paid to people at a higher rate, he will consider making similar grants available for essential repairs.

Minister for the Environment (Mr. Kavanagh): I am not so aware. It is a matter for the county council to determine within the terms of the scheme, the amount of the essential repairs grant payable in an individual case and the upper limit of these grants. Under the revised house improvement grants scheme recently announced, the maximum recoupment which my Department may make to the county council in individual cases was increased from £300 to £600.

67. Mr. D. Moynihan asked the Minister for the Environment the reason a new house grant was not paid to a person (details supplied) in County Cork.

Minister for the Environment (Mr. Kavanagh): This applicant was requested on two occasions to resubmit an application form which was returned to him in May 1981 for proper completion. On receipt of the completed application and the other documents requested, an inspection will be arranged with a view towards payment of the grant.
