Andrews asked the Minister for the Environment if he is aware of the need for a management plan for Dublin Bay, taking into account all interests concerned, including pollution control, public health and legislation; and if he will make a statement on the matter. Mr. F. O'Brien Mr. F. O'Brien Mr. F. O'Brien: I believe that a water quality management plan for Dublin Bay is necessary for the preservation and, where necessary, the improvement of water quality. The making of such a plan is a matter, in the first instance, for the local authorities concerned. At a recent seminar on Dublin Bay, I called on these authorities to come together on this matter and, in the short term, initiate a programe which would provide the basis for the preparation of a comprehensive management plan.
