392. Mr. N. Treacy asked the Minister for the Public Service the reasons that people with leaving certificates of ten years duration or more are not being considered or indeed allowed to sit for promotional positions within the public service in the various grades; if he will now remove this bar; and if he will make a statement on the matter.
