[2148] 218. Mr. Flynn asked the Minister for the Environment the steps that have been taken to implement the measures recently announced by the Minister for Trade, Commerce and Tourism to deal with uninsured motorists.

Minister for the Environment (Mr. Kavanagh): In so far as functions falling within the remit of my Department are concerned, I intend to circulate a Bill to Deputies within the next few days providing for increases in penalties for offences under the Road Traffic Acts, including those related to uninsured driving. The arrangements necessary to introduce a requirement to display a windscreen disc as evidence of insurance are also being examined in consultation with insurance and other interests.
