206. Mr. J. Leonard asked the Minister for the Environment if he is satisfied at the rate of progress in implementing the 1980 road development programme.

Minister for the Environment (Mr. Kavanagh): While State and local authority [2143] financing of the road development plan for the eighties has fallen short of the levels tentatively projected for it in 1979, reasonable progress has nonetheless been made with the plan, particularly in the present year when we have come nearest to meeting the target for improvement grant expenditure.
