Mr. Molloy asked the Minister for the Environment the date he received proposals for new traffic bye-laws for Oughterard, County Galway from Galway [732] County Council; and the reason for the delay in approving them. Minister for the Environment (Mr. Spring) Dick Spring Minister for the Environment (Mr. Spring): Traffic and parking bye-laws, covering Galway city and county, were submitted by the Garda Commissioner on 23 September 1981. Approval to these bye-laws has not been possible pending the resolution of a number of outstanding issues relating to the finalisation of a draft which will serve as a model for traffic and parking bye-laws for County Galway and other areas throughout the country. I recently received the advice of the Attorney General, who was consulted on these issues.
