Mr. O'Dea asked the Minister for the Environment if he will ensure that a person (details supplied) in County Limerick will be enabled to tax his car. Minister for the Environment (Mr. Spring) Dick Spring Minister for the Environment (Mr. Spring): The statutory position in relation to the registration and licensing of motor vehicles is that, on application for a licence (tax disc), the applicant is obliged to produce a certificate of insurance (covering the use of the vehicle concerned) issued by a company authorised to carry on the business of motor insurance within the State. I understand that the insurer of the vehicle in question was not included in the list of authorised companies. If the applicant contacts the insurance section of the Department of Trade, Commerce and Tourism, they will advise him as to the possibility of transferring his cover to an authorised insurance company, thereby enabling him to licence his car.
