661. Mr. Molloy asked the Minister for the Environment if he will give details [1292] of circulars issued to local authorities as per paragraph 10 — Circular FIN 4/83 which was issued on 7 March 1983; and if he will make a statement on the matter.

Minister for the Environment (Mr. Spring) Dick Spring

Minister for the Environment (Mr. Spring): Circular letters FIN 5/83 of 22 March 1983 and FIN 8/83 of 11 May 1983 have issued from my Department in line with the paragraph in question. The March circular dealt with procedural matters related to the determination and making of the 1983 rates while the May circular dealt with claims for domestic grant and the grant in lieu of rates on land.
