Mr. Kenny asked the Minister for Health if he has any proposals to exclude social welfare benefit from assessment for eligibility for health benefits under the Medical Card Scheme. Minister for Health (Mr. Haughey) Minister for Health (Mr. Haughey) 1508 Minister for Health (Mr. Haughey): A person is entitled to a medical card if, in the opinion of the chief executive officer of the health board, he is unable, without undue hardship, to arrange general practitioner services [1508] for himself and his dependants. In order to determine eligibility, a person's total financial circumstances, including income from social welfare benefits, must be taken into account.
