Mr. Dowling asked the Minister for Defence if the examination of the FCA is complete; and the basis of the reorganisation which will take place. Mr. Begley Mr. Begley 1366 Mr. Begley: The review of the role and functions of the Defence Forces and the organisation and structures of both the Permanent Defence Force [1366] and the Reserve Defence Force which I mentioned in reply to a question from the Deputy on 4th May, 1976, is still proceeding. Mr. Dowling Mr. Dowling Mr. Dowling: The Parliamentary Secretary is probably aware that an emergency has existed since May, 1976. In these circumstances one would expect that the reorganisation referred to would have been completed by now. This review has been going on for three years and the morale of the force has been affected by the indecision of the Government. Could the Parliamentary Secretary say if this excellent force will have an opportunity of knowing at an early stage the Government's decision or is it the intention of the Government to phase out this force? Mr. Begley Mr. Begley Mr. Begley: The study is at an advanced stage and a decision will be taken in a few months. Mr. Dowling Mr. Dowling Mr. Dowling: In view of the fact that we have a state of emergency, is it not desirable that a decision be given regarding the reorganisation of the FCA?
